I know base pay keeps rising up as dashers keep. i never used dd on the customer end before, but i always wondered, what if no dashers are willing to accept an order or if there's nobody available at the time? i think it depends on the food being made or not. Some places won't start making the food till a driver is assigned/arrived. If the food is made and still no driver, dd actually raised the base pay to a level that some drivers would think it is worthy. however for the fast food orders they tend to refund the customer after about 30 minutes if no one is taking the offer rather than pumping up base pay.
